It is the program that was used to split the direct download viper games.   I tryed geting it from both links here but they are down.   Then I went to the homepage and downloaded the latest version but it does not work on older splits.

I remember using that Hacha splitter a few years ago.  Who on this green earth would be compelled to use that awful archiver when there are better apps out there?

I have the Macintosh version and I know I've been forced to use it several times to unarchive videos.
