This year's seeding will ensure no characters in the rounds of 16 and 8 will face opponents they faced last time. Characters from the same series are also more evenly distributed to attempt to meet up as late as possible. 2009's voting records were used as the primary basis for seeding.
Julietta is almost certainly the greatest recipient of these changes, but whether or not she'll go farther is questionable. She's a #2 seed now so she'd still have to knock off the #1 in her division to advance farther this year (or get help from someone like the #4 or #5)
