Using different languages in programs

I have a WinRAR file that has a password that is in Chinese. However, all Chinese symbols appear as question marks when I insert them into WinRAR and the program tells me that the password is incorrect. I have installed East Asian Languages into my computer, but still I am incapable of opening these files. This is a very tiresome problem. What should I do?

Change keyboard inputs under the region settings to Chinese, and the system locale to Chinese as well. 

Don't ask me which version of Chinese to use though.
