I'd vote Tifa, but as a character, her wardrobe is extremely drab... if only there was an option to keep her in that blue(?) dress she wore to the Don's house...

True but all you saw was the sprite form of that not the full form.  Unless I some how missed that image.

Yup,Tifa's the goods.

Though i found that in Castlevania Legends(Gameboy),their anime style art of Sonia Belmont was pretty busty,also.
