Third in Sogna's regular series of periodicals. Now up to sixteen pages, this version has writer P-Warrior and artist Edage Katsura answer questions about the Northern Lights series and changes made between the stories presented in VIPER-V10 and VIPER-CTR. Also included are the result's of the poll from Sogna Information Vol. 2, new teleca listing, advertisements for VIPER-CTR, VIPER-GTS Windows edition, and Galactic Guardian Guynarock R. Preview sketches of VIPER-F40, VIPER-F50, and VIPER-M1 are also displayed along with news about Sogna's appearance at JACOM II and telecas sold there. This periodical was originally available only by mail or at JACOM II, but was also included a few months later in the VIPER-CTR PC98 packages.
